Lieutenant Colonel (ret.) William “Buck” Burney of Keystone Heights was appointed by Governor Rick Scott to serve during the military deployment of Commissioner Gavin Rollins. Commissioner Burney is president of Mission: On Target and serves as the State of Florida Coordinator for Embry- Riddle Aeronautical University.
Commissioner Burney served 30 years in the Florida Air National Guard, and finished his service as Battle Commander for the Southeast United States in 2002. He has over 3,000 hours flying many of the nation’s top fighters including the F-16 and the F-15.
Commissioner Burney holds a Bachelor’s Degree from both the United States Air Force War College and Luther Rice College and Seminary; he has his Master’s Degree from Liberty University.
Commissioner Burney and his wife reside in Keystone Heights.

As Commander of the U.S. Alert Force in Homestead, Florida, Lt. Colonel Burney led his team to be the first and only organization in the USAF and the Air National Guard to achieve an Outstanding rating in every area inspected by the Alert Force Evaluation Team.
