The Planning and Zoning Division is responsible for the Long Range and Current Planning functions of Clay County government. The Division’s mission is to provide for planned and orderly growth while improving the quality of life for County residents. To achieve that mission, Clay County has adopted through the public hearing process numerous plans and codes to guide the growth and development throughout the County.
The Zoning Section of the Division focuses upon the administration of current planning functions by implementing various codes for Clay County. The primary code for which the Zoning Section takes lead responsibility is the Clay County Land Development Code (LDC). In addition to processing requests for rezonings pursuant to the LDC, the Zoning Section also processes requests for Accessory Dwelling Units, Group Homes, Heirs and Homestead Lot Splits, Medical Hardship, Residential and Livestock Ponds, Change is Occupancy/Use, Administrative Waivers, and Temporary Events. In addition, the Zoning Section is primarily responsible for administering the Floodplain Ordinance as mandated by the Federal Emergency Management Agency, as well as issuing sign permits pursuant to the County Sign Regulations. Additional duties of the Zoning Section include the issuance of permits pursuant to the Transient Merchant Ordinance, the Roadside Solicitation Ordinance and the Internet Café/Sweepstakes Ordinance. The Zoning Section also acts as a clearinghouse for permit applications for Driveway Permits.
